I thought the same untill I saw he was in Edit Mode (if you freeze at 0:29), so just change that and it'll hopefully pop up. (:

Try installing latest version of python

i think this one was dose with 4.8... but 4.9 also has mesh tools... maybe try follow the tutorial again word for word... you need to be in edit mode of a mesh to see the mesh tools panel appear... else it is unavailable |
